Floor Tile Grout Looks Wet

I have a tileable shower pan and i m not concerned with water getting thru it.
Floor tile grout looks wet. No water absorbting into it. Contractor said floors were fine. When you look at pictures of what your ground should looks like when wet it beads the water up on the grout. Hello my basement ceramic tile floor grout sometimes looks and feels wet after a rain.
