Floor Joist No Sill Plate

We worked for a builder about ten years ago that did something similar.
Floor joist no sill plate. Sill plate repair replacement. As i started to shopvac the cavities last night i noticed that there is no sill plate. I spent the last few days replacing a rotten sill plate the horizontal piece of wood that lies between the foundation and the floor joists. Said job leads to the following all caps admonition.
The floor supports did not look pressure treated but maybe the way they used to do things made this ok or the type of lumber that was used was more resistant to rot.
